The Town of Lyons has awarded the “Capital Improvements Project: Confluence Area” bid to DeFalco Construction, out of Longmont, Colorado, and construction has begun. The project is generally located in the Confluence Area, from 5th Avenue east to the North and South St. Vrain Creeks, and includes Evans Street west of 5th Avenue, and 3rd Avenue from Evans Street to Park Street – vicinity map attached.
The project includes the replacement of domestic water mains; replacement of sanitary sewer mains; installation of storm drains; reconnection of utility services; and the placement of concrete curb and gutter and asphalt pavement. The utility work will be completed between the fall of 2015 and spring of 2016. Grading and street construction will occur in the spring and early summer of 2016.
The Town is also working on the design of a pedestrian bridge across the North St. Vrain Creek at the intersection of 4th Avenue and Evans Street. The pedestrian bridge and roadway improvements on the north side of the creek, from Park Drive to 3rd Avenue, will be awarded within the next couple of months. These improvements will be constructed in the same time frame as the Confluence Area: fall of 2015 through early summer of 2016.
Throughout construction, there will be intermittent water disconnection and road and driveway blockages. As part of the contract, the selected contractor is required to notify the businesses and residents abutting the construction areas, in writing, at least 72 hours prior to the start of construction, prior to closing or obstructing a driveway and prior to restricting or closing off sewer service. The contractor will be required to provide construction status updates to the businesses and residents on a regular basis as the work progresses. The updates will be required for major construction phase changes, or on a weekly or biweekly basis, as determined by the engineer.
