About the Program
As energy costs continue to rise, help is available for Boulder County residents who struggle to pay their winter heating bills. LEAP, the Low-income Energy Assistance Program, accepts applications during the cold season.Who is Eligible
LEAP assists low-income residents with covering the costs of heating their homes. The program is designed to pay the highest benefit to households with the highest heating costs. Income criteria apply, including a limit of 150% of the Federal Poverty Level (FPL). This equates to a gross annual income $17,235 for a family of one or $35,325 for a family of four. Other eligibility factors apply, and residents are encouraged to contact the LEAP office for more information.“You should apply even if you’re not sure you’re eligible,” said Theresa Kullen, PEAK Eligibility Specialist Manager for the Boulder County Department of Housing and Human Services (BCDHHS). “Heating costs are still rising, and it’s important that those who qualify start receiving this help as soon as we can connect them with it.”
Heating Assistance Program Expansion
In addition, BCDHHS continues to oversee a local expansion of the Heating Assistance Program and can provide help for households with a higher income limit than the LEAP Program. This expansion has gross monthly income limits of 185% of FPL, which is $21,256 for a family of one or $43,567 for a family of four.“This kind of assistance can make it possible to have adequate heat in the home and buy enough groceries for the month, rather than having to choose one or the other,” said BCDHHS Director Frank Alexander. “That’s a choice no one should ever have to make.”
